The LIGO Scientific Collaboration Charter [updated August 2005] establishes the functions, organizational structure, and responsibilities of the LSC as well as its roll in the research of LIGO Laboratory and the release of scientific results.

The LSC was formed in 1997 after extensive review and approval of the LIGO Scientific Collaboration Formation Plan.

The LIGO Laboratory Director appointed MIT Professor Rainer Weiss as the first Spokesperson of the LSC. Rai organised the formation meeting held in Baton Rouge, Louisiana in August, 1997. Documents related to the LSC formation meeting are posted here.
